Summer 2013 Sewer Credit Application
The sewer credit is for City customers with sewer & water service active on their utility bill.  The sewer credit is based on their average usage from Sept-May.  Example if someone’s average is 3,000 gallons and they use 6,000 gallons in June, they will be billed 6,000 on water and 3,000 on sewer.  The credit is given only for the months of June, July & August.

ORV's in the city limits
To operate an ORV in the city limits of Norway without a guardian you must be:
18 years old or possess a valid driver's license and ORV Safety Certificate. Violaters will be cited with fines and fees in excess of $100.

Riding adjacent to the railroad tracks is trespassing on railroad property and subject to charges.

Copies of the ordinance & maps are available at the Norway Police Department during regular office hours.

The City Manager oversees the operations of the following areas: Administration, City Services, City Clerk, Finance/Accounting, Boards and Committees, Assessment, and the City Attorney.


The City Manager's Office is charged in the charter:
To be responsible to the Council for the efficient administration of all administrative departments of the city government except the Attorney's department.

To see that all laws and ordinances are enforced;

To see that all terms and conditions imposed in favor of the city or its inhabitants in any public utility franchise, or in any contract, are faithfully kept and performed.

To recommend an annual budget to the council and to administer the budget as finally adopted under policies formulated by the council, and to keep the council fully advised at all times as to the financial condition and needs of the city.

To recommend to the council for adoption such measures as he or she may deem necessary or expedient; and to attend council meetings with the right to take part in discussion but not to vote.

To perform such other duties as may be prescribed by the city charter or as may be required of him or her by the council.

The City Manager serves as the Zoning/Code administrator, Utilities Director, and currently the interim Chief of Police.
